Incident: Army Spc. Rocky D. Payne was killed March 16 when an improvised explosive device detonated near his Humvee in Iraq.

Utah soldier killed in Iraq

SALT LAKE CITY — A Utah-based soldier assisting U.S. forces in protecting and delivering mail in Iraq was killed in Baghdad on Wednesday when his vehicle was hit by an explosive device, family members said.

They identified the soldier as Rocky Payne, 26, of Howell. Payne, a former Marine, was serving his second tour in Iraq, this time with the Army.

The family does not know the details of Payne’s death, but said they expect to learn more when a military investigation into the incident is completed sometime next week.

“We only know what he was doing there based on his e-mails,” said his brother, Randall Payne.

He described his younger brother as a dedicated man who loved heavy machinery, but had a delicate heart and often reached out to young children.

“He didn’t have any of his own, but he was very gentle with them,” Randall Payne...

The Marine stood and faced God Which must always come to pass

He hoped his shoes were shining Just as brightly as his brass.



"Step forward Marine, How shall I deal with you?

Have you always turned the other cheek? To My Church have you been true?"



The Marine squared his shoulders and said, "No, Lord, I guess I ain't

Because those of us who carry guns Can't always be a saint.



I've had to work most Sundays And at times my talk was tough,

And sometimes I've been violent, Because the world is awfully rough.



But, I never took a penny That wasn't mine to keep...

Though I worked a lot of overtime When the bills got just too steep.



And I never passed a cry for help, Though at times I shook with fear,

And sometimes, God forgive me, I've wept unmanly tears.



I know I don't deserve a place Among the people here,

They never wanted me around Except to calm their fears.



If you've a place for me here, Lord, It needn't be so grand,

I never expected or had too much, But if you don't, I'll understand."



There was a silence all around the throne Where the saints had often trod

As the Marine waited quietly, For the judgment of his God.



"Step forward Marine, You've borne your burdens well,

Walk peacefully on Heaven's streets, You've done your time in Hell."

I am the Chaplain, along with 1SG Obalabi, who made this notification. This was my fifth death notification in 2009. I remembered this one like it was yesterday, and I routinely think about 1SG Rowe’s wife and their son, who was seven at the time. This notification stands out to me because we had to come back to the house a few times because no one was home. We finally saw a light on around 2130, and I and 1SG O went to the door and knocked. 1SG Rowe’s wife answered the door, and it was clear that his wife was not registering why we were there. She did invite us, and we sat down at the table, and ISG O made the notification. 1SG Rowe’s wife said, "Are you sure?" She asked that question five times, and I finally said, " Ma’am, we would not be here if we were not sure. Her response to us was, I just spoke to him a couple of days ago, and he was supposed to come home next week. She immediately got up from the table, called her dad, and notified him. She collapsed to the floor and was crying. The 1SG and I just stood there. We were there for a while, and I remembered that when she asked me to pray, I had to pause a few times to keep from losing it. Cindy, I thought about your husband through the years, and I often wondered how you and your son are doing. I have often prayed for you and your family. And I thank your husband for his sacrifice to our country. I do hope you see this, and I will continue to pray for you and your family. Phil worked for me when he volunteered to deploy to Iraq with the Joint Contracting Command. He was a great officer, a great friend and an incredible husband/father. He was just a couple of days away from returning from his deployment. I received an email from him on 5 April requesting to stay a bit longer so he could finish the job started. I had not yet responded to his email when I was notified by our Commanding Office on Easter morning that Phil had been killed. Miss you Phil!
